History of Freedom and Democracy Day

Freedom and Democracy Day is Dia da Liberdade e da Democracia in Portuguese. It recalls January 13, 1991, when Cabo Verde held its first multiparty legislative election after the political opening of 1990. The Movement for Democracy won the election, and the change of government ended the single-party system led by PAICV that had governed since independence. The peaceful transfer became an important marker in the country’s constitutional development.

The holiday is not the anniversary of independence, which is observed on July 5. Instead, January 13 focuses on political pluralism, civil liberties, elections and the responsibilities of democratic institutions. Parliament and the presidency use the date for formal reflection, while public discussion may also address shortcomings and unfinished democratic work. This makes it a living civic commemoration rather than a claim that political debate ended in 1991.

Law 106/VIII/2016 identifies January 13 as a national commemorative holiday and provides for a special solemn session of the National Assembly. In 2026 it falls on Tuesday and is listed on Banco de Cabo Verde’s holiday calendar. Public offices and many workplaces close nationally; local municipal holidays have a different legal basis and should not be confused with this date. The law and official calendars do not move January 13 to create a long weekend. Employment conditions for staff required to work are governed by the Labour Code, collective arrangements and the rules applicable to their service.
