History of Day of Albanians
November 28 is listed in Kosovo's law as the Day of Albanians. The date carries several layers of Albanian historical memory: Albania's declaration of independence at Vlorë in 1912, the traditional anniversary of Skanderbeg raising his standard at Krujë in 1443, the birthday of Adem Jashari in 1955 and the Kosovo Liberation Army's public appearance in 1997. In Kosovo it is widely called Flag Day.
Flags, school programmes, concerts and visits to memorial locations are especially visible in Albanian-majority areas. Kosovo government leaders have marked the day with tributes in Prekaz and at monuments associated with Albanian political history. These practices express Albanian national and cultural identity, but other communities may not participate or attach the same meaning to the date.
Article 5.5 of Law No. 03/L-064 classifies this date as a memorial day rather than an Article 2 official holiday. The distinction is practical: it authorises public remembrance but does not automatically create paid nationwide leave or a substitute day when the date falls on a weekend. Municipalities, schools and community organisations decide the scale of programmes, while ordinary working schedules continue unless another specific decision applies. A government may exceptionally declare leave for a particular year, as happened in 2011, but such a one-off decision does not convert every November 28 into a recurring official holiday.
How Day of Albanians is observed
The Day of Albanians is a statutory memorial day, not one of Article 2's paid nationwide public holidays. Schools, employers and public offices normally follow working-day schedules unless a separate decision or local programme says otherwise. A separate government decision can exceptionally grant leave for a particular year.
Traditions of Day of Albanians
Flag displays
Albanian flags appear on homes, streets, shops and public stages, particularly throughout Albanian-majority towns and neighbourhoods in Kosovo.
Prekaz tributes
Officials and visitors may pay respects at the Adem Jashari Memorial Complex because November 28 is also his birthday.
Music and school programmes
Concerts, folk dance, poetry and history activities connect the flag with Albanian language, culture and twentieth-century political memory.
Dates and observance rules are checked against the official Kosovo official holiday law and government calendar. Islamic dates and weekend substitutions should be confirmed against the annual official calendar and employer schedules.
