History of Commonwealth Covenant Day

Commonwealth Covenant Day marks March 24, 1976, when Public Law 94-241 approved the negotiated Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States. Voters had approved the agreement in 1975. Its provisions took effect in stages, including constitutional government in 1978 and citizenship provisions in 1986.

Chamorro communities have lived in the Marianas for millennia, and Carolinian voyagers later established communities with their own languages and institutions. Spanish, German and Japanese administrations imposed successive colonial systems before the devastating 1944 battles. After the war, the Northern Marianas formed part of the United Nations Trust Territory administered by the United States. Voters later approved the Covenant, creating a self-governing Commonwealth in political union with and under the sovereignty of the United States.

The day is a constitutional milestone, not independence from the United States.
