History of Election Day
Election Day is a CNMI legal holiday for the regular general election. Article VIII of the CNMI Constitution schedules that election for the Tuesday after the first Monday in November in even-numbered years. It must therefore not be generated every year; special elections are governed separately.
Chamorro communities have lived in the Marianas for millennia, and Carolinian voyagers later established communities with their own languages and institutions. Spanish, German and Japanese administrations imposed successive colonial systems before the devastating 1944 battles. After the war, the Northern Marianas formed part of the United Nations Trust Territory administered by the United States. Voters later approved the Covenant, creating a self-governing Commonwealth in political union with and under the sovereignty of the United States.
Residents elect Commonwealth offices and a non-voting delegate to the U.S. House within this political framework. The 2026 general election is Tuesday, November 3. Registration, early voting and polling procedures come from the Commonwealth Election Commission. Federal offices are not automatically closed for CNMI Election Day, and public safety remains staffed. A government closure does not give every resident the same leave. CNMI agencies follow Commonwealth law and personnel rules, federal offices follow the federal calendar, and private employers generally set paid-holiday terms through contracts or policy. Military missions, hospitals, utilities, transport, public safety and other essential services continue as operational needs require.
