History of Lateran Pacts Day

Lateran Pacts Day marks February 11, 1929, when the Holy See and the Kingdom of Italy signed agreements that resolved the long-running Roman Question. The treaty recognised Vatican City as a sovereign state under the full authority of the Holy See and created its territorial and legal framework. The signature anniversary is the employee vacation date; the treaty reached legal completion when ratifications were exchanged on June 7, 1929, so February 11 should not be described as the State's first operative day.

The anniversary is therefore not merely an Italian diplomatic milestone. It explains why Vatican City can operate independently while the Holy See carries out its international and pastoral role. The Vatican City State personnel regulation names the anniversary of the State’s establishment among its additional vacation days.

For visitors, February 11 is also associated in the Catholic calendar with Our Lady of Lourdes and the World Day of the Sick. The two commemorations are separate, but their coincidence can make the day especially busy for Church-related events in Rome.

Lateran Pacts Day also needs a precise administrative label. Article 27 of the Governorate's personnel regulation gives Vatican City State employees vacation on the listed additional days and incorporates Sundays and the holy days named by canon law; it is not a statute promising identical opening hours across every Holy See body. Essential, liturgical, security and visitor services may continue. Article 26 provides compensatory weekday rest when an employee must work on Sunday, but the regulation does not establish automatic Monday substitution whenever a feast falls at a weekend. The Vatican Museums, Saint Peter's Basilica, post office, pharmacies and papal events therefore publish their own operational notices.
