History of Fraternity and Cohesion Day

The National Day of Fraternity and Cohesion between the People and their Army for Democracy is Algeria's official title for February 22. Presidential Decree 20-47 established it in 2020 to commemorate February 22, 2019, when large peaceful demonstrations began against President Abdelaziz Bouteflika's proposed fifth term. The protest movement became widely known as the Hirak and continued to press broader demands for political change.

The decree frames the anniversary as a moment of solidarity between the population and armed forces and directs nationwide events intended to reinforce fraternity and national cohesion. That is the state's official interpretation. A balanced guide should also recognise that Algerians have expressed different views about the Hirak's aims, achievements, repression and unfinished demands. The day is therefore a civic commemoration connected to recent and still-debated history, not a neutral festival detached from politics.

February 22 is not added by Decree 20-47 to Law 63-278's list of paid legal holidays. In 2026 it falls on Sunday and remains an ordinary working or weekly-rest day according to the person's schedule unless a separate employer or government notice says otherwise. Public institutions may organise speeches, exhibitions or educational activities, but the commemoration should not be displayed as a nationwide paid closure.
