History of Carnival Day
Carnival Day is a movable national holiday held on the Tuesday before Ash Wednesday. In 2026 the legal holiday is Tuesday, February 17—not Monday, February 16. Because it falls on Tuesday, Law 11/18 automatically creates a bridge on the preceding Monday, producing two non-working days while preserving only Tuesday as the actual holiday.
Angolan carnival has roots in urban neighbourhood associations, Christian pre-Lenten calendars and performance traditions shaped through colonial and post-independence history. Luanda’s major competition is highly visible, but groups also perform in other provinces. Dance, percussion, costume and satirical or community themes vary; no single style represents Angola’s many languages and regions.
Law 12/23 normally gives employees the right not to work on a national holiday without losing ordinary pay. Continuous operations and situations permitting overtime can remain active under the Labour Law, so health care, transport, security and other rostered services do not necessarily close. Law 11/18 also creates a compensated ‘bridge’ whenever a national holiday falls on Tuesday or Thursday: work is suspended on the preceding Monday or following Friday, and the preceding week’s daily schedule is lengthened by ninety minutes. It does not generally move Sunday holidays to Monday.
