History of National Hero Day
September 17 is the birthday of António Agostinho Neto, born in 1922, a physician, poet, MPLA leader and Angola’s first president from independence in 1975 until his death in 1979. Law 11/18 names the holiday Day of the Founder of the Nation and National Hero, giving it a specific state identity rather than a general memorial for every historical figure.
Neto’s role in anti-colonial nationalism, literature and the creation of the Angolan state is central to official commemoration. His presidency also belonged to a violent, contested founding period, including political repression and civil war. High-quality history can explain why the state honours him without presenting public memory as unanimous or collapsing the contributions of other movements and communities.
Law 12/23 normally gives employees the right not to work on a national holiday without losing ordinary pay. Continuous operations and situations permitting overtime can remain active under the Labour Law, so health care, transport, security and other rostered services do not necessarily close. Law 11/18 also creates a compensated ‘bridge’ whenever a national holiday falls on Tuesday or Thursday: work is suspended on the preceding Monday or following Friday, and the preceding week’s daily schedule is lengthened by ninety minutes. It does not generally move Sunday holidays to Monday.
