When is Constitution Day?

In 2026, Constitution Day falls on Thursday, April 9, 2026. It is classified here as a Kosovo public holiday.

History of Constitution Day

Constitution Day marks April 9, 2008, when Kosovo's Assembly adopted the Constitution. The date is sometimes incorrectly described as the day the document took legal effect. In fact, the Constitution entered into force on June 15, 2008. The April holiday therefore commemorates adoption: the institutional decision that set out the framework for government, fundamental rights, separation of powers and protections for Kosovo's communities.

The Constitution describes Kosovo as a secular, multi-ethnic society and incorporates an extensive catalogue of rights and international human-rights instruments. Its adoption followed the February declaration of independence and preceded the end of the constitutional transition in June. Public discussion on April 9 consequently centres more on constitutional government, equality and the rule of law than on household ritual.

Law No. 03/L-064 places April 9 among the nationwide paid holidays. The date closes public institutions and many workplaces, while universities, legal organisations and public bodies may hold lectures, exhibitions or formal messages. If it falls on a weekend, the next available working day is protected as leave under the statute.

How Constitution Day is observed

Constitution Day is a paid, nationwide non-working day under Law No. 03/L-064. The holiday commemorates adoption on April 9, not the Constitution's entry into force on June 15. If it falls on Saturday or Sunday, the law assigns the next available working day as leave; essential services may operate under separate arrangements.

Traditions of Constitution Day

  • Constitutional discussions

Universities, legal organisations and civil-society groups may host discussions on rights, democratic institutions and constitutional interpretation in practice.

  • Official messages

Public institutions issue statements reflecting on constitutional government, equality before the law and the responsibilities of public office.

  • Educational programmes

Schools and youth organisations may use the anniversary for lessons about civic participation, community rights and Kosovo's institutional framework.

Dates and observance rules are checked against the official Kosovo official holiday law and government calendar. Islamic dates and weekend substitutions should be confirmed against the annual official calendar and employer schedules.
