History of Peace Day
Peace and National Reconciliation Day marks the General Peace Agreement signed in Rome on October 4, 1992 by President Joaquim Chissano for the government and Afonso Dhlakama for RENAMO. Seven protocols addressed political parties, elections, military arrangements, guarantees and a ceasefire. United Nations monitoring then supported demobilisation, humanitarian assistance and the transition to the 1994 multiparty elections.
The agreement ended a devastating war rooted in post-independence political exclusion and intensified by Rhodesian and apartheid South African support for RENAMO during the regional Cold War. Peace remained a process rather than a completed event: renewed government–RENAMO tensions led to later agreements, including the 2019 Maputo accord, while an unrelated insurgency has affected Cabo Delgado since 2017. The holiday therefore joins remembrance with unfinished reconciliation.
Article 105 of Labour Law 13/2023 lists October 4, Peace and National Reconciliation Day as a mandatory national holiday and suspends work for covered workers throughout Mozambique. The suspension excludes specified activities that cannot be interrupted. Authorised holiday work attracts exceptional-work remuneration and compensatory rest under Articles 98 and 105. Only a holiday falling on Sunday is deferred to Monday; the law creates no automatic substitute for Saturday.

Community observance
Families and communities may remember people killed or displaced by war and discuss how dialogue, difference and reconciliation operate in daily life. Customs and participation differ across Mozambique’s provinces, faiths, languages and household circumstances.
Public programme
Central commemorations have included a wreath, guard-of-honour march, presidential remarks and messages from United Nations or peace-process participants. The actual programme, venue and access arrangements are set by the responsible institution for that year.
Planning the day
Calendars should show both Sunday’s anniversary and Monday’s statutory deferral in 2026, while essential activities remain outside the suspension rule. Health, transport, utilities, hospitality and other uninterrupted services can remain operational under the Labour Law.
