History of Independence Day
May 15 marks the outcome of the overnight political action that began in Asunción on May 14, 1811. Governor Bernardo de Velasco accepted demands that Paraguayan representatives share authority, weakening colonial rule and opening the road to self-government. A congress in June created a junta, while subsequent governments consolidated separation from Spain and rejected subordination to Buenos Aires. Independence was therefore a sequence, not one isolated declaration.
The anniversary expresses Paraguay’s sovereignty through flags, public music, historical programmes and the country’s Spanish–Guaraní cultural life. May 15 is also Mother’s Day in Paraguay, traditionally associated with Juana María de Lara and the independence period. Family tributes therefore overlap with civic celebration, although Mother’s Day itself is not a separate additional public holiday.
Law No. 7544 makes May 15, like May 14, a non-movable national holiday. Offices and banks close subject to essential services, and municipalities determine their event programmes. Calling only May 15 ‘Independence Day’ must not erase May 14’s equal statutory standing. Together the dates preserve the overnight chronology of the 1811 movement and provide a two-day national commemoration.
